Padma Shri Awardee Bapat died

  • Eminent social worker and Padma Shri awardee Damodar Ganesh Bapat, who dedicated his life to the treatment and service of leprosy patients, died at a hospital in Bilaspur at the age of 84.
  • He dedicated his life to the treatment and service of leprosy patients at an ashram run by Bharatiya Kushta Nivarak Sangh (BKNS) in Sothi village in Janjgir-Champa district.
  • Born in Amravati district of Maharashtra, Bapat shifted to Jashpur in 1970 after his father’s demise and got associated with RSS- affiliated Vanvasi Kalyan Ashram.
  • Bapat was awarded Padma Shri in 2018 by Govt of India.

‘Harik Naani Bera’ launched in Bastar

  • Chief Minister Bhupesh Baghel launched the ‘Harik Naani Bera’ (Joyful Childhood) campaign to fight against malnutrition by offering ‘laddu’ made of groundnut and jaggery to children at Tokapal, Bastar District.
  • Under the campaign, in Bastar district 70,000 children and 9000 mothers will be given nutritious meal. Along with it they will also be given additional nutrition of eggs, jaggery and ‘laddu’ of groundnut twice in a week.
  • The women and child welfare department (WCD) will implement the scheme.

Creation of ‘Lemru Elephant Reserve’ announced

  • Chief Minister Bhupesh Baghel announced to create the long-pending Lemru Elephant Reserve in Korba.
  • It will not only serve as permanent habitat for wild elephants but also prevent damage caused by the movement of elephants.
  • This will certainly help in mitigating the human-elephant conflict as the rich forests will definitely provide safe and rich habitat for the pachyderms.
  • Presently, there is only one elephant reserve in Chhattisgarh: Badalkhol-Tamorpingla

Reservation for SC and OBC increased in State

  • The Chhattisgarh Government announced an increase in reservation for Scheduled caste (SC) from 12% to 13% and for Other Backward Classes (OBC) from 14% to 27%.
  • With the increase in quota, the state’s reservation becomes a total of 72 percent, which is the highest in the country.
Indira Sawhney Case 1992
The 27% reservation quota for backward classes and the government notification reserving 10% government jobs for economically backward classes among the higher castes was challenged in the Supreme Court in the Indra Sawhney Case of 1992.
On 16 November 1992 the Supreme Court upheld the Mandal Commission’s 27 percent quota for backward classes, as well as the principle that the combined scheduled-caste, scheduled-tribe, and backward-class beneficiaries should not exceed 50 percent of India’s population.
At the same time, court also struck down the government notification reserving 10% government jobs for economically backward classes among the higher castes.

The opinion of the Supreme Court in the Indra Sawhney case is summarized as below:
1. Backward Classes of the Citizens of in Article 16(4) can be identified on the basis of caste and not only on the economic basis. Article 16(4) is not an exception to Article 16(1).
2. The backward classes in Article 16(4) are not similar to as socially backward classes in Article 15(4) i.e. SC and ST.
3. Creamy layer can be and must be eliminated from the Backward Classes. Article 16(4) permits the classification of backwards classes into more backward classes.
4. Reservation shall not exceed 50%. The court said that this rule should be applied every year. However, it may be relaxed in favour of people from far flung and remote areas because of their peculiar conditions. However, extreme caution should be exercised in doing so. Carry forward rule is valid but it is subject to 50%.
5. There should be NO reservation in the Promotions.

Sadbhavana Divas observed

  • Every year on August 20, Sadbhavana Diwas (harmony day) is celebrated commemorating the birth anniversary of former Prime Minister Rajiv Gandhi.
  • This day is observed to encourage the national integration, peace, affection and communal harmony among the Indian people of all religions.
  • 2019 commemorates the 75th birth anniversary of Rajiv Gandhi.
  • Senior leaders paid tribute to him at a prayer meeting organized at ‘Veer Bhumi’, a memorial of Rajiv Gandhi in New Delhi.
